Soaring Grocery Prices Across Canada
Canada’s grocery basket is rising faster than overall inflation, a trend that has persisted for more than a year except for a brief pause in August. In January, the price of ground beef climbed at a rate more than ten times that of general inflation, according to Statistics Canada. Similar pressures are evident in chicken, tomatoes and other staples, prompting consumers to seek cheaper protein alternatives.
Factors Driving the Surge
Economists Jim Stanford (director, Centre for Future Work) and agriculture professor Mike von Massow (University of Guelph) identify a mix of supply-side constraints and policy effects.
- Livestock shortages – Dry weather in the western Prairies reduced grass and hay, shrinking cattle herds to their lowest level in decades. Higher grain-feed, fuel and labour costs further raised raising costs.
- Protein demand shift – As beef prices surged, shoppers turned to chicken, but limited chick supplies and an avian-influenza outbreak pushed chicken prices upward.
- Tomato price jump – Reduced U.S. farm labour from changes to migrant-labour policies, poor weather in Mexico, higher diesel costs, and U.S. tariffs on Mexican tomatoes (implemented under the Trump administration) combined to tighten supply.
- Produce from the U.S. West – California lettuce growers face drought and a plant-virus (INSV), curtailing output and lifting prices.
The Competition Bureau, which has been probing grocery-sector competition since 2023, notes that retailers earn only two to four cents of profit per food dollar, limiting price-cut incentives.

Minister of Agriculture Heath MacDonald acknowledged the lag in delivering relief, saying the plan “isn’t going to happen overnight” and will involve long-term investments, including $12.9 million per year to strengthen the Competition Bureau and Competition Tribunal.
The federal government introduced the Groceries and Essentials Benefit for low-income households in January and, in June, announced a National Food Security Strategy with more than $3 billion earmarked for affordability, sustainability and supply-chain resilience.
