History

Historical Context

In August 2005 Hurricane Katrina devastated the Gulf Coast, flooding roughly 80 % of New Orleans, killing 1,392 people and inflicting about $125 billion in damage. The catastrophe exposed failures in evacuation orders, levee design, and federal coordination, leading to mandatory evacuation mandates by Mayor Ray Nagin and expanded FEMA authority under the Stafford Act. Those reforms now shape how private firms and local agencies prepare for storms.
