History

Historical Context

In 1995 Chief Willie L. Williams launched the LAPD’s first citywide automated license-plate-reading system, using a $2.5 million federal grant to install 150 cameras that captured over 12 million plates in the first year. The pilot arrived after the late-1990s Rampart scandal and before the 2001 DOJ consent decree that tightened data-sharing, a legacy that shapes West Hollywood’s current debate over new ALPR units.
