US Sanctions Target the International Criminal Court
The Trump administration announced a new sanctions regime aimed at the International Criminal Court (ICC). Treasury officials said the measures would ban most transactions with the “rogue court,” with a six-month grace period allowing limited dealings for telecommunications, software, pension payments and detainee-related services. Secretary of State Marco Rubio framed the action as a response to what the administration calls the ICC’s overreach in pursuing officials from non-member states such as Israel. The sanctions also extend to more than a dozen ICC judges and prosecutors previously targeted by the United States.
International and Allied Reactions
A coalition of allies—including the United Kingdom, Denmark, France, Germany, Italy, the Netherlands, Canada and Japan—issued a joint statement expressing “regret and strong disagreement” with the sanctions and warning of their potential impact on the Court’s staff and families. Dutch Foreign Minister Tom Berendsen called the decision “deeply regrettable” but noted the six-month delay provides space for dialogue. “We will press for concrete protection. The court’s independence cannot depend on whom it investigates. Europe must act. Belgium is calling for the activation of the EU Blocking Statute to protect the court,” — Maxime Prevot, belgian foreign minister
United Nations Secretary-General Antonio Guterres was “deeply alarmed” by the sanctions, warning they could undermine the collective pursuit of international criminal justice. UN Human Rights chief Volker Türk called for immediate protective measures for the ICC.
Criticism from Human-Rights Organizations
Human Rights Watch executive director Philippe Bolopion accused the administration of seeking to “destroy” the ICC and shield U.S. and Israeli officials from accountability. Amnesty International’s senior director Erika Guevara Rosas warned that the move constitutes an “existential attack” that must be resisted.
Verbatim Quotes

- “We will press for concrete protection. The court’s independence cannot depend on whom it investigates. Europe must act. Belgium is calling for the activation of the EU Blocking Statute to protect the court,” — Maxime Prevot, Belgian foreign minister.
The sanctions have ignited a diplomatic dispute, with numerous states and NGOs urging protective actions while the United States maintains that the ICC exceeds its mandate.
