History

Historical Context

Operation Gatekeeper was announced by Attorney General Janet Reno on September 17 1994 and began October 1, adding many Border Patrol agents and doubling the INS budget to $800 million by 1997. The crackdown forced migrants eastward, increased deaths, and introduced interior checkpoints. The same enforcement model underlies 2026 ICE raids in Fresno and Marble Hill led by agents such as David Gonzalez, with DHS, FBI and HSI participation.
