History

Historical Context

ICE was created in 2003 within the Department of Homeland Security after the 2002 Homeland Security Act combined INS and Customs duties. The agency’s budget surged under the 2025 One Big Beautiful Bill Act, and 287(g) agreements rose to 649 by June 2025. The 2026 Marble Hill shooting, reported in recent news, revives concerns over federal-local enforcement collaborations and fuels renewed calls to dismantle ICE.
