Germany’s Federal Ministry for Economic Affairs and Energy reiterated that the pipelines remain under European sanctions and that reopening them would require German government approval, which it currently does not intend to give. The ministry added that Germany has already secured alternative gas supplies.

The Alternative for Germany (AfD) party has advocated for transferring the pipelines to an American investor, calling the proposal evidence of “irrational policy” by the German coalition.

Michael Kellner, a German lawmaker and former energy-policy official, warned that a deal could reward parties involved in the war’s devastation while raising energy costs for European consumers.

Some reports say no recent Nord Stream negotiations have taken place, while others describe ongoing high-level contacts between Kushner and Dmitriev, including meetings in Moscow and New York. The depth of discussion on the pipeline versus other energy projects, such as the sale of Lukoil assets, remains unclear. A 2024 proposal by investor Stephen Lynch to bid for a Nord Stream 2 auction is mentioned without confirmation of licensing or approval.

Kirill Dmitriev is scheduled to meet with AfD leaders early next year to discuss a possible resumption of Russian gas sales to Germany. Ukrainian negotiators are also set to travel to the United States in early October 2026 to press President Trump for increased pressure on Russia, a move that could intersect with the investment talks. Any revival of Nord Stream will require consent from the German federal government and compliance with existing U.S. and EU sanctions, leaving the path forward uncertain.
