History

Historical Context

President Bill Clinton’s 1996 Illegal Immigration Reform and Immigrant Responsibility Act gave ICE authority to issue nationwide detainers, backed by $1.5 billion and an expanded force of about 8,000 agents issuing roughly 3,000 detainers each year. Local pushback resurfaces as NYPD and U.S. Marshals refused to hold Dominican nationals D’Angelo Caraballo and Sneider Mejia, a stance echoed by Secretary Markwayne Mullin’s call for stricter enforcement.
