Surge in Small-Boat Crossings and Smuggler Tactics

In early October 2026, 1,739 asylum seekers arrived in 23 small boats over six days (2 – 7 October). Witnesses describe smugglers assembling dinghies on French beaches within minutes, then motorising them for rapid departures. Amad, an Iraqi asylum seeker, said, ““I never saw anyone work like this,” — Amad”. The “one-in-one-out” pilot, which forced a reciprocal return for each illegal arrival, was terminated after moving roughly 1,500 people in both directions, but the demand for crossings persists.

Recent Policy Measures and Funding

The UK government has increased financial support for French “stop-the-boats” operations, agreeing to pay France £660 million over three years. Utopia 56, a migrant-rights group, estimates a 40 % rise in police-violence incidents from April to August 2026 compared with the previous year, coinciding with the new funding. The Home Office points to the reopening of a refugee resettlement scheme that will admit only a few hundred refugees annually, arguing it offers a legal route for genuine refugees.

PCS general secretary Fran Heathcote echoed the call for a Ukrainian-style visa system to remove demand for smuggling.

The spokesperson also noted that the scheme is expected to assist only a limited number of refugees each year and is unlikely to halt small-boat crossings.
