History

Historical Context

The 1994 Violence Against Women Act, signed by President Bill Clinton, followed early calls—Gordon’s 1949 injury-prevention model and the WHO’s 1996 resolution labeling violence a public-health problem. It provided $1.6 billion for agencies such as Providence Police and Rhode Island Health, resources now invoked today in the Nelson Blanco alleged stabbing case.
