History

Historical Context

Adopted in Kyoto on 11 December 1997 and effective 16 February 2005, the Kyoto Protocol set binding GHG limits for Annex I parties. The European Union pledged an 8 % cut for the 2008-2012 period, enabling it to meet the target even as global CO2 rose 32 % since 1990. Its modest success spurred the 2015 Paris Agreement, which the EU now cites at UNFCCC conferences.
