UN and World Bank data show $2.5 billion reached 1.5 million displaced, yet only about 30 percent of roughly 46,000 destroyed homes were rebuilt by 2012, a pattern echoed in the October 9 2025 Trump-Saudi ceasefire whose $71.4 billion reconstruction plan remains untouched.
