History

Historical Context

After the U.S. passed the Taiwan Travel Act in 2018, China began sanctioning officials who support Taipei, freezing $1 billion of assets of seven American leaders and, in October 2026, seizing assets of Paraguay’s communications minister Gustavo Villate and Belize’s foreign minister Francis Fonseca. The 2021 sanction of Secretary of State Mike Pompeo shows Beijing’s use of economic pressure to deter diplomatic recognition of Taiwan in Latin America.
