History

Historical Context

In 1994, President Bill Clinton signed VAWA, allocating $1.6 billion and creating the Office on Violence Against Women. The law spurred federal funding and later Supreme Court upheld firearm restrictions in United States v. Rahimi (2024). The October 11, 2026 triple homicide by former SFPD SWAT officer Kevin Mannix in Marin County revives calls for tighter officer gun-access rules under VAWA’s reform agenda.
