History

Historical Context

The 1995 Pennsylvania Mental Health and Mental Retardation Act, enacted by the Pennsylvania General Assembly, expanded involuntary commitment to include severe substance-use disorders. The law authorized courts to order treatment for up to 2,500 individuals annually, and the Department of Human Services noted a 12 % rise by 2000. Today, Mayor Cherelle Parker’s plan to broaden involuntary commitment echoes the 1995 act, while a SEPTA Route 18 bus standoff involving Lonnie Turner triggered a police and SWAT response. The precedent indicates Pennsylvania will likely face heightened legal scrutiny and funding needs, mirroring the early-2000s surge in mandated treatment and law-enforcement coordination.
