History

Historical Context

The Family Violence Protection Act, enacted in 2008 by the Victorian Government, mandated standardized police response protocols after numerous domestic-violence fatalities. Premier John Brumby’s administration funded a $120 million, three-year program that trained 5,000 Victoria Police officers and established the Department of Justice’s oversight unit. In the 2024 Carlton tragedy, investigators found that despite domestic-violence orders, Victoria Police ignored Kellie Carter-Bell’s pleas, echoing pre-2008 failures the Act aimed to fix. Continued lapses risk eroding public confidence and could prompt the state to introduce stricter compliance penalties and an oversight commission within the next legislative session.
