After Osama bin Laden and Ayman al-Zawahiri issued a February 23 1998 fatwa urging attacks on U.S. interests, al-Qaeda reconnoitered Nairobi from 1993 and assembled large truck bombs. On August 7 1998 the Nairobi and Dar es Salaam embassies exploded, killing 213 people and wounding over 4,000.
