MI5 Chief Warns of Escalating State and Extremist Threats, Including AI-Enabled Drones and Bioweapon Risks

Rising State Threats and Resource Shift

Sir Ken McCallum, director-general of MI5, told an annual speech at the service’s London headquarters that the agency is devoting more resources to countering state threats than during the Cold War. He labelled Russia “aggressor number one,” noting that Russian hybrid warfare has intensified while avoiding a direct NATO response. McCallum said expulsions of nearly 1,000 Russian spies since the invasion have weakened Moscow’s covert toolkit, forcing it to rely on criminal proxies. He also highlighted an expanding Iranian hybrid campaign, citing 50 arrests over the past year linked to activities aimed at Jewish communities and military sites. The 2023 National Security Act is now being heavily used against threats from Russia, Iran and China.

Extremist Terrorism Trends

The director-general said the UK’s terrorism threat level was raised to “severe” in April, the first such increase in five years. Islamist groups such as Al Qaeda and the Islamic State continue to inspire attacks, while “extreme right-wing terrorism” is driving a marked rise in cases where anti-immigration and anti-Muslim grievances turn into terrorist intent. McCallum referenced a recent investigation of a “radicalised extreme right-wing 13-year-old” that yielded intelligence used by an international partner to thwart a lethal attack.

AI-Enabled Weapons and Bioweapon Concerns

He warned that the same technology could be harnessed to develop bioweapons, a risk he described as “not yet realised” but capable of changing the stakes of existing or new threats. The UK intelligence community—MI5, GCHQ and MI6—is collaborating with the AI Security Institute to address these challenges.
