History

Historical Context

In the 2004 presidential race, George W. Bush raised $367 million while John Kerry collected about $326 million, the first election shaped by the Bipartisan Campaign Reform Act’s limits and the surge of independent 527 groups that spent a record $556 million. That fundraising arms race created a template for modern campaigns, where today’s Georgia Senate contest pits Democrat Jon Ossoff’s $42.5 million against Republican Mike Collins’s roughly $2 million, echoing the same disparity-driven strategy.
