Historical Context

The WTO began on 1 January 1995 in Geneva, replacing the GATT that had run trade rules since 1948. Its 166-member system, with a dispute-settlement panel, helped lower average tariffs from about 22 % in 1947 to under 5 % after the Uruguay Round. Today Indian ministers Piyush Goyal, S. Jaishankar and Canadian minister Maninder Sidhu are negotiating a CEPA targeting $70 billion trade by 2030.
