History

Historical Context

On August 9 1974, President Gerald Ford granted a full, unconditional pardon to former President Richard Nixon, ending criminal prosecution. The decision triggered a 15-point drop in Ford’s national approval, from 55 % to 40 %, and sparked a congressional hearing. Similarly, in October 2023 President Donald Trump issued pardons to Zachary Czubak and Patrick Fleming during an Alaska rally, highlighting executive clemency’s campaign utility. The precedent shows that high-profile pardons can reshape voter perceptions, prompting future candidates to leverage clemency for political momentum in national elections.
