Heat Wave and Maintenance Push PJM Power Prices Above $1,000/MWh

Heat Wave and Maintenance Trigger Record Prices

An unseasonably hot spell across the Midwest and Mid-Atlantic coincided with PJM Interconnection’s fall maintenance window, leaving the grid that serves about 67 million customers “running thin.” PJM issued a Maximum Generation Alert for Tuesday and kept a capacity advisory through Wednesday while roughly 62,000 MW of generation were offline for planned work. Spot power at PJM’s Western hub reached $1,021 per megawatt-hour, more than double the day-ahead average for that hour. Day-ahead prices for Wednesday rose 28 % to $295.83 per megawatt-hour, the highest daily average since mid-July.

Grid Constraints and Maintenance Schedule

PJ M forecast demand of about 112,400 MW for Tuesday—about two-thirds of the all-time peak of 165,563 MW recorded in 2006—so the strain stemmed primarily from supply shortfalls. The organization noted that power commitments to hot regions in the South and West further eroded the cushion. MISO’s spokeswoman McKenzie Barbknecht identified the same mix of warm weather, plant outages and weak wind output. PJ M’s own data show that demand response programs provide roughly 36,000 MW of flexible capacity, and the operator has used similar measures during a May squeeze.

Official Responses

The U.S. The Department’s emergency order, effective through Friday, permits PJ M to run plants past environmental permit limits and, as a last resort, direct large customers such as data centers onto backup generation.

Market Impact and Outlook

FERC’s mixed ruling earlier this month approved PJ M’s registry of large loads (>= 50 MW) but rejected a plan that would let new data centers connect without matching capacity, citing state authority over retail rates. Analyst commentary noted that the decision could keep capacity prices elevated, benefiting independent producers such as Constellation Energy, NRG Energy, Talen Energy and Vistra. PJ M’s latest capacity auction fell 6,831 MW short of its reliability target, and the recalled maintenance must still be completed before the early-December window closes, pushing some work into the winter season. During the January 2024 Winter Storm Fern, generator outages averaged 18–19 GW—well above the 15.9 GW PJ M had projected—highlighting the risk of future supply gaps.
