Alleged Politically Driven Debanking by Large Banks
A 47-page Office of the Comptroller of the Currency (OCC) review titled *Guaranteeing Fair Banking for All Americans* alleges that the nation’s nine largest banks—JPMorgan Chase, Bank of America, Citibank, Wells Fargo, U.S. Bank, Capital One, PNC, TD Bank and BMO Bank—denied accounts or credit to merchants and organizations identified as Make America Great Again (MAGA)-aligned, pro-life, religiously conservative, or operating in “disfavored” sectors such as firearms, oil and gas, and private prisons. The OCC says the banks cited “reputation risk” and “changing policymaker attitudes” as reasons for the refusals between 2020 and 2025. Internal screening systems flagged terms like “MAGA,” “Make America Great,” and “America First,” with several flags added after the January 6 2021 Capitol riot.
Regulatory Findings and Scope
The OCC examined roughly 100,000 complaints and 50,000 internal records, finding that JPMorgan Chase’s WePay unit closed a merchant account selling MAGA merchandise, while PNC declined a line of credit to a media company whose owners funded multiple Christian conservative groups labeled as hate groups by the Southern Poverty Law Center. Wells Fargo and Bank of America similarly refused financing to firearms and private-prison businesses, respectively, citing anticipated supervisory pressure from the Biden administration. The report notes that both left- and right-leaning entities faced denials when perceived as partisan.
Official Responses
The Consumer Financial Protection Bureau (CFPB) announced an investigation, with Acting Director Mark Paoletta calling the practices “appalling” and pledging full enforcement of consumer-financial laws. OCC Comptroller Jonathan V. Gould said the agency is considering further action to stop discrimination based on political or religious beliefs. JPMorgan Chase’s spokesperson asserted that the WePay process “did not meet our expectations,” was corrected, and that the bank’s policies now prohibit discrimination on political or religious grounds.
Verbatim Quotes
- “It is appalling that these banks targeted American consumers for their political, social, or religious beliefs that did not align with the Biden Administration or its leftist allies,” — CFPB’s Acting Director Mark, cfpb’s acting director
- “A process used by WePay, a small technology company we acquired years ago and have since wound down, did not meet our expectations. We identified it, corrected it, and the business no longer operates… Our policies prohibit discrimination against customers based on political or religious views.” — JPMorgan Chase, spokesman
Next Steps
The CFPB investigation is ongoing, and the OCC has indicated that additional regulatory measures may be pursued to ensure banks provide services without regard to customers’ protected beliefs or political affiliations.
