Adopted in July 1998 and effective 1 July 2002, the Rome Statute created the ICC, but the United States—one of seven states that voted against it—has repeatedly blocked its reach, first with the 2002 American Service-Members’ Protection Act and later by sanctioning ICC officials in 2020, 2025 and 2026. Israel’s prime minister also condemned recent ICC arrest warrants.
