History

Historical Context

During the Gulf War in 1991, Iraq launched Scud missiles at Riyadh, striking civilian targets including a Saudi airbase. The attacks killed 27 civilians, injured over 300, and prompted the United Nations to condemn Iraq’s violation of international law. U.S. Secretary of State Marco Rubio’s condemnation echoes James Baker’s 1991 denunciation, linking today’s strike on King Khalid International Airport to the earlier assaults. The 1991 precedent spurred regional missile-defense agreements and coalition security pacts, foreshadowing renewed diplomatic pressure and possible joint military response.
