History

Historical Context

The March 12 1990 apartment fire in Cologne exposed unsafe stairwell designs in German high-rise blocks. That early-1990s tragedy anticipated later disasters such as the 2017 Grenfell Tower fire in London, which killed 72 people, and the 2017 Bronx apartment blaze that claimed 13 lives. Both underscored the need for stricter fire-resistance standards in residential buildings.
