History

Historical Context

The 1978 Ethics in Government Act, signed by President Jimmy Carter, instituted mandatory financial disclosures for senior officials. The law created the Office of Government Ethics, which in its first decade audited 1,200 officials and levied $3.5 million in civil penalties. Today, the California State Bar complaint against Katie Zacharia alleges she falsely claimed a law license while serving as White House Press Secretary for Donald Trump. Enforcement by the Office of Government Ethics or federal courts could reaffirm the Act’s accountability standards and deter future credential misrepresentations across administrations.
