History

Historical Context

During the 1973 Arab oil embargo—led by Saudi King Faisal and OAPEC—U.S. gasoline lines spurred Congress to create the Strategic Petroleum Reserve, authorized by President Nixon’s 1975 Energy Policy and Conservation Act and growing to 714 million barrels by 1995. In 2024, President Trump proposed releasing 172 million barrels and striking a diesel-fuel deal with Russian President Vladimir Putin, echoing those emergency measures.
