Canada’s 1988 free-trade pact with the United States, signed on 2 January 1988, cut average duties to under 1 percent and spurred a trade surge that raised Canadian exports from about 25 percent of GDP in the 1980s to nearly 50 percent by the 2000s. The agreement became the core of NAFTA in 1994 and now underpins India-U.S. talks and Canada’s fifth CEPA round.
