History

Historical Context

In early 1997, the collapse of massive pyramid schemes that had drawn up to two-thirds of Albania’s 3 million citizens triggered nationwide protests. President Sali Berisha declared a state of emergency and, after Aleksandër Meksi resigned, appointed Bashkim Fino as prime minister, but violence continued, killing more than 2,000 people and causing massive displacement. The turmoil exposed Albania’s fragile institutions and later shaped EU judiciary reform debates.
