History

Historical Context

The 2002 Gujarat riots, ignited in February 2002, resulted in over 1,000 deaths and widespread property destruction across the state of Gujarat. Chief Minister Narendra Modi’s administration faced a Supreme Court-ordered investigation that recorded 2,000 injuries and $1.5 billion in reconstruction costs. Similarly, on 13 October 2026 in Mansa, Punjab, suspect Ashwani Kumar shot activist Parvinder Singh Jhota, prompting a mob to bulldoze the accused chemist’s shop while politicians Sunil Jakhar and Sukhbir Badal condemned the law-order failure. These recurring breakdowns pressure the Indian central government to expand CBI jurisdiction and revive judicial oversight, echoing the Supreme Court’s 2008 directive for systemic reform.
