In 1992 Mayor David Dinkins appointed the Mollen Commission, which in July 1994 issued a scathing report on NYPD corruption and urged permanent oversight. The next year the city created the civilian-staffed CCRB, giving civilians investigative authority. Building on those reforms, the 2026 mayor ordered a comprehensive use-of-force review of the Strategic Response Group, echoing the 1994 mandate.
