History

Historical Context

The 1985 Narcotic Drugs and Psychotropic Substances Act created the Narcotics Control Bureau and set harsh trafficking penalties. Its 2014 amendment introduced stronger forfeiture rules, permitting seizure or demolition of drug-related premises and fines up to INR10,000 for small-quantity possession. Those powers enabled police to capture the shooter and raze his house after activist Parvinder Singh Jhota was shot on 13 October 2026 in Punjab.
