History

Historical Context

The 8 October 2005 Kashmir earthquake devastated northern Pakistan, killing 87,350 people, injuring 200,000 and destroying 17,000 schools. In response, the Government of Pakistan, with UNDP and the World Bank, spent $1.2 billion to rebuild over 86,000 classrooms by 2010. The recent Al-Khair roof collapse in Peshawar echoes those failures, prompting the Pakistan Engineering Council to tighten building-code enforcement.
