History

Historical Context

In 1992, the Commonwealth of Independent States signed the Collective Security Treaty, establishing the CSTO to coordinate post-Soviet defense across the region. Russia contributed 45 % of the CSTO’s 2020 defense budget, amounting to $3.2 billion, reinforcing its dominant influence within the alliance overall. Today, Azerbaijan’s 2024 chairmanship of the CICA, Laos’s accession, and Israel’s diplomatic flight to Baku echo the treaty’s aim of expanding regional security cooperation. If the alliance deepens, member states may coordinate responses to conflicts like Ukraine, Iran, and the Israeli-Palestinian dispute, reshaping Eurasian geopolitics.
