Historical Context

The Second Congo War erupted in August 1998 after President Laurent-Désiré Kabila turned against his former Rwandan and Ugandan allies, drawing in Angola, Zimbabwe and others. On 10 July 1999 the Lusaka Ceasefire Agreement—signed by the DRC, Rwanda, Uganda, Angola, Namibia, Zambia and Zimbabwe—formalized a halt to fighting that had already caused an estimated 5.4 million deaths.
