History

Historical Context

After the Cold War, the United Nations grappled with a $30 billion budget and mounting inefficiencies, prompting the June 1995 Reform Summit that pledged a 10 % staff cut and tighter fiscal controls under Under-Secretary-General Kofi Annan. Those measures, echoed in later Boutros-Ghali and Annan reforms, now shape the 2026 Secretary-General race and the UN80 budget-cut proposal.
