History

Historical Context

The 2005 Texas City refinery blast that killed 15 and caused $1.5 billion damage spurred federal safety reforms, including OSHA’s record $87 million fine in 2009, and BP’s $50 million Clean Air Act penalty, prompting new process-safety rules for high-risk plants. Israeli regulators now cite that precedent as they tighten hazardous-material standards after Intel’s Kiryat Gat gas-cylinder incident.
