History

Historical Context

The 1993 murder of two-year-old James Bulger by friends Robert Thompson and Jon Venables shocked Britain, prompting the 1995 Criminal Justice Act. Home Office statistics showed violent offences rose 12 % between 1992 and 1995, and Prime Minister John Major pledged £1.5 million for victim support. Like Coughlan’s 2026 claim of fear after Collins threatened him, the Bulger case sparked debate over whether intimidation can mitigate homicide charges. The ensuing legal reforms tightened manslaughter definitions, influencing today’s courts to scrutinize self-defence arguments more rigorously.
