History

Historical Context

When NAFTA entered force on January 1 1994, it removed most tariffs between the United States, Canada and Mexico and spurred a surge in cross-border labor flows—73,880 Mexican and Canadian professionals entered the U.S. on TN visas in fiscal 2006. The resulting rise in maritime smuggling set the stage for the U.S. Coast Guard’s rescue of 16 Mexican nationals after a capsized vessel near Ensenada.
