History

Historical Context

The Jeanne Clery Act, signed in 1990 after the 1986 rape-and-murder of Lehigh student Jeanne Clery, requires every college receiving federal aid to publish three-year crime statistics, timely warnings, and an annual security report. The U.S. Department of Education monitors compliance and can assess civil penalties up to $69,733 per violation, a power that has driven scrutiny of institutions such as the University of Michigan.
