History

Historical Context

In 1999 NATO’s 78-day Operation Allied Force flew over 38,000 missions and dropped more than 10,000 bombs on Yugoslav power plants and other dual-use sites. The October 17, 2023 Russian launch of Kalibr missiles and 332 drones against Ukrainian electricity networks repeats this pattern of precision strikes that endanger civilians, spurring NATO members to speed up air-defence modernization.
