CRPF Considers Restoring Lance Naik and Naik Ranks After Three Decades

Promotion Stagnation and Agniveer Integration
The Central Reserve Police Force (CRPF), India’s largest paramilitary organization with about 3.25 lakh personnel, is facing “acute stagnation” in promotions at the constable level. A constable now waits an average of 22-25 years for the first promotion, whereas the original hierarchy allowed a promotion to lance naik after five years, to naik after ten years, and to head constable after twenty years. Officials say the proposal to re-introduce the lance naik and naik ranks would create two additional promotion steps before reaching head constable, easing grievances and improving morale. The move is also linked to the upcoming influx of Agniveers—short-term soldiers retiring under the Agnipath scheme—who will become eligible to join the CRPF and other Central Armed Police Forces.
Official Consultation Process
A senior CRPF official familiar with an internal communication disclosed that the headquarters has asked field formations to hold stakeholder meetings or “Sainik Sammelans” to gather feedback. The collected suggestions will be consolidated at the sector level and forwarded to the directorate by October 18 (a scheduled deadline) for review by the competent authority. The proposal is framed as a response to promotion delays and as a measure to make CRPF service more attractive to retiring Agniveers.
Reactions from Former Personnel
Ranbir Singh, Secretary General of the Ex-Paramilitary Personnel Association, cautioned that the plan will benefit jawans only if it is accompanied by time-bound promotions; otherwise, he warned, the exercise could prove “futile.” A senior CRPF commandant emphasized that any rank restoration must go beyond a “cosmetic move” and should preserve battalion discipline, regimentation, and operational efficiency.
Background: Rank Merger in 1997
The lance naik and naik ranks were eliminated in 1997 when the Ministry of Home Affairs issued an order on October 10, 1997 to rationalise rank structures and pay scales across central police organisations. Under that order, lance naik merged with constable and naik merged with head constable. The ranks remain active in the Indian Army.
Timeline and Next Steps
- October 10, 1997 – Ministry of Home Affairs order merges the two ranks.
- Current period – CRPF conducts stakeholder consultations across field formations.
- By October 18 – Consolidated feedback to be submitted to the directorate for the competent authority’s consideration.
The outcome of this consultation will determine whether the CRPF reinstates the two intermediate ranks, potentially reshaping promotion pathways and influencing the integration of Agniveers into the force.
