History

Historical Context

After secret talks in Oslo produced the 1993 Oslo I Accord—where Israel recognized the PLO and the Palestinian Authority was created—and the 1995 Oslo II agreement, settlement residents rose from about 116,000 to 203,000 by 2000. Violence such as the 1994 Cave of the Patriarchs massacre deepened mistrust, and on 17 October 2026 masked Israeli settlers attacked a diplomatic convoy in Taybeh, underscoring the accords’ unfinished legacy.
