History

Historical Context

Violence against civilians in Kashmir surged after the Gawkadal massacre on 21 January 1990, when CRPF fire killed at least 50 protesters. The unrest prompted Parliament to pass the Armed Forces (Special Powers) Act in September 1990, granting security forces sweeping powers. Decades later, on 17 October 2026, police in Karnal arrested two men after a stone-throwing assault injured a Kashmiri passenger, reflecting the enduring communal tension.
