History

Historical Context

In May 1935 President Franklin D. Roosevelt created the Works Progress Administration, led by Harry Hopkins, to fund public works. The WPA built thousands of parks and recreation sites and employed about 8.5 million workers before ending in 1943. Donald Trump’s 2024 order to close East Potomac Golf Links for a 15-month rebuild mirrors that historic use of construction to create jobs and reshape urban space.
