History

Historical Context

In 2009 the NFL instituted a formal concussion-management protocol after mounting medical pressure and high-profile injuries, including former Steelers linebacker Mike Webster, whose death spurred action. The league mandated a minimum three-step evaluation, costing teams an estimated $150 million annually for additional medical staff and equipment. Today, Baltimore coach John Harbaugh’s decision to sideline running back Cam Skattebo and Chicago Bears’ Kellen Moore’s late-game clock choices echo the league’s ongoing struggle to balance player usage with safety protocols. Continued scrutiny forces teams to justify snap allocations and injury assessments, prompting stricter oversight that could reshape roster strategies and game-management philosophies league-wide.
