Major Realignment in Meghalaya Assembly: UDP Defections Boost BJP and NPP

By Drooid · · How we work

Core Event – UDP Legislators Switch to BJP and Anticipated Move to NPP

On October 16, Meghalaya Assembly Speaker Thomas A Sangma formally recognised the merger of eight United Democratic Party (UDP) legislators with the Bharatiya Janata Party (BJP). The merger raised the BJP’s strength from two to ten seats in the 60-member House, making it the second-largest party, while the UDP’s count fell from twelve to four.

A few days later, on October 19, UDP leader Paul Lyngdoh announced that three of the four remaining UDP MLAs were expected to join the National People’s Party (NPP) on the following Monday. The shift would increase the NPP’s tally from 33 to 36 seats, further consolidating Chief Minister Conrad Sangma’s position in the ruling Meghalaya Democratic Alliance (MDA).

Background & Context – Earlier Defections and Legal Proceedings

The eight legislators had travelled to New Delhi on September 23, where they submitted a letter to the Meghalaya Legislative Assembly indicating their intent to merge with the BJP. Two days later the letter was filed with the Assembly. Prior to the Speaker’s order, the UDP had filed a petition seeking disqualification of the eight members; the petition was dismissed when the Speaker ruled the merger satisfied the conditions of Paragraph 4 of the Tenth Schedule of the Constitution, which provides an exemption from anti-defection penalties for qualified mergers.

Data & Statistics – Seat Distribution After Realignment

  • NPP: 36 seats (after anticipated addition of three former UDP members)
  • UDP: 1 seat (only party president Metbah Lyngdoh, who also serves as a minister)
  • Remaining UDP legislators before the October 19 announcement: 4

The next state election is scheduled for early 2028.

Official Statements & Responses – Government and Party Positions

Speaker Thomas A Sangma issued an order on October 16 stating that the merger complied with the constitutional provision and that the UDP’s disqualification petition was therefore dismissed.

UDP leader Paul Lyngdoh communicated that three of the remaining UDP MLAs would join the NPP, describing the move as a “strategic realignment” within the MDA.

Party president Metbah Lyngdoh remains the sole UDP legislator and continues to hold a ministerial portfolio in the Sangma government.

Why It Matters – Shifting Power Dynamics Ahead of 2028

The defections have strengthened the NPP’s governing majority and elevated the BJP to a prominent opposition role, altering the balance of power within the MDA. Analysts note that the realignment could influence coalition negotiations, policy priorities, and electoral strategies as Meghalaya approaches its 2028 assembly election.
