History

Historical Context

After Iraq’s 1990 invasion of Kuwait, the UN imposed sanctions and, through 1991 resolutions, created the Oil-for-Food Programme that started in December 1996. It supplied roughly 60 % of Iraq’s 26 million civilians, but funding gaps and corruption limited aid. That experience underpins worries as the World Food Programme now cuts Gaza parcels from 1.6 million to 1.1 million recipients.
