History

Historical Context

In 1993, a gunman opened fire on a Manhattan subway car, killing two passengers and sparking the city’s first major anti-gun response. The NYPD’s subsequent Operation Safe Streets allocated $150 million, and Mayor Rudy Giuliani reported a 30 percent drop in subway shootings by 1995. Today, the October 17, 2026 Midtown shooting of 26-year-old Darrel Rodriguez echoes that 1993 tragedy, with the suspect fleeing down Seventh Avenue in a red tracksuit. The recurrence pressures the New York City Council and Governor Kathy Hochul to revisit the 1994 Gun Control Act amendments, potentially expanding mandatory background checks.
